U.S. Secretary of State Hillary Clinton addressed policy on Internet freedom at the Newseum in Washington, D.C. on January 21, 2010. The Secretary said:
“We know from long experience that promoting social and economic development in countries where people lack access to knowledge, markets, capital, and opportunity can be frustrating, and sometimes futile work. In this context, the Internet can serve as a great equalizer. By providing people with access to knowledge and potential markets, networks can create opportunity where none exists.”
“There are hundreds of millions of people living without the benefits of these technologies. In many cases, the Internet, mobile phones and other connection technologies can do for economic growth what the green revolution did for agriculture. Information networks should be used to help lift people out of poverty, to advance freedom from want.”
The Secretary said, “We are well placed to seize the opportunities that come with interconnectivity. And as the birthplace for so many of these technologies, we have a responsibility to see them used for good. To do that, we need to develop our capacity for 21st century statecraft.”
Secretary Clinton concluded, “We need to create a world in which access to networks and information brings people closer together, and expands our definition of community. Given the magnitude of the challenges we’re facing, we need people around the world to pool their knowledge and creativity to help rebuild the global economy, protect our environment, defeat violent extremism, and build a future in which every human being can realize their God-given potential.” Full Text

在美国计划实现全民享有宽频高速互联网服务之际,美国国务卿希拉里.克林顿2010年1月21号又在首都华盛顿的新闻博物馆,以“互联网自由”为主题发表演说,当中多次提及中国、北韩、伊朗等政府对于互联网言论的审查,以及在互联网时代,美国政府将如何协助互联网的自由与公开。
克林顿国务卿提到,奥巴马总统去年11月访问中国时在上海与大学生进行的对话,不但在互联网上转播,同时还在互联网上进行问答对话。克林顿强调人民拥有信息自由,才能够让政府负责,并且激发创意,建立更繁荣强盛的社会。
新的通讯科技带来了网志(博客- Blog)、电子邮件、社交网站以及手机短信等新的沟通管道。克林顿国务卿认为,试图对这些科技沟通管道加以审查的政府,将受到历史的评价。“当我正在对你们说话的同时,某些地方的政府的审查单位,正在怒气冲冲地抹去我说的话。但历史本身已经谴责了那样的策略。”
限制互联网自由违反《世界人权宣言》
克林顿国务卿以柏林墙为例说明资讯是不可能被阻挡的。她指出,世界上有些国家建筑了“电子墙”来阻止人民连上外界的互联网,而这不但侵犯了个人隐私,同时也违反了联合国的《世界人权宣言》。
不过,克林顿国务卿承认自由有其限度:“所有社会都认同言论自由有其限度。我们不容忍煽动暴力。而针对种族、信仰、民族、性别等的仇恨言论,也应该受到谴责。”
克林顿强调,自由的互联网纵使有些弊病,但不可因噎废食:“我们也要同时认真对待匿名言论的议题。那些利用互联网来招募恐怖分子,或是传播盗窃知识产权的人,在现实生活中就要追究。但政府不应该拿这些挑战为借口,来故意侵犯以互联网进行和平政治用途者的隐私权 。”
去年美国回到联合国的人权理事会之后,提出的第一个议案中就包括了保障互联网自由。
限制言论自由将阻碍经济成长
克林顿还认为, 限制言论自由,也将阻碍经济成长。
克林顿说:“如果企业无法取得全球各地的新闻与信息,长期下来投资者对公司决策的信心将会减少。审查新闻和信息的国家必须了解,从经济的角度来看,审查政治言论跟审查商业言论是一样的。”
克林顿国务卿接著举出谷歌(Google)的例子:“最新的一个事件与谷歌有关,吸引了极大的注意。我们期望中国当局对那些互联网攻击进行一次彻底调查。这些攻击导致谷歌发出考虑撤出中国的声明。我们还期望这次调查过程与结果将是透明的。”
克林顿国务卿呼吁美国企业,要正视这样的事件:她说:“对于公司而言,互联网自由问题不只是道德水准高低的问题。这本质上是有关公司与顾客之间的信任程度。” “任何地方的任何公司,无论怎样都不应该接受审查制度。在美国,美国公司必须阐明原则性立场。这有必要成为我们国家的标志。”
美对中开放,中方也该对等
克林顿强调,虽然美、中两国有许多意见不同之处,但如果透过沟通,便可正面发展两国关系。但如果没有畅通的双向资讯交流,这一目标就难以达成:“历史上,不对等的资讯是国家间冲突的主要原因之一。当我们面临严重的争议或是危机事件时,冲突双方的人民可以得到相同的事实与意见,这是至关重要的。我们并没有阻止你们尝试与美国人民沟通,但那些实行审查制度的社会和人民缺乏对外界观点的
了解。”
克林顿国务卿最后表示,美国国务院将重振“全球互联网自由专门小组”(Global Internet Freedom Task Force),来处理全球的互联网威胁,并且敦促美国媒体公司挑战外国政府的审查与监控。
美国参议员利伯曼(Joe Lieberman)、卢格(Richard Lugar)等国会议员,各国外交使节,以及广播理事会的理事瓦尔特.艾萨克森(Walter Isaacson)都出席了这次活动。
